#3 isolated commit. ONLY placeholder SPDX lines staged; repo's other uncommitted WIP deliberately left untouched/unstaged. PLMP/PMLP + doubled = scaffold artifacts (LICENCE-POLICY.adoc A5), NOT relicensing. Diff-shape asserted (SPDX-only). Refs standards LICENCE-POLICY.adoc A5.
